COOPERATIVE CREDIT STRUCTURE

The Co-operative credit structure is a major credit delivery system with a vast network covering the entire State.It caters to the credit needs of the people at an affordable interest rate.Rural people have more access to these Co-operative Credit Institutions for their credit requirements.

The Cooperative Credit Institutions in Tamil Nadu are broadly classified into four distinct categories namely, Short Term Cooperative Credit Structure, Long Term Cooperative Credit Structure, Urban Cooperative Credit Structure and Employees Cooperative Thrift and Credit Societies.

1.Short Term Cooperative Credit Structure

The Short Term Cooperative Credit Structure is a Federal Structure comprises Primary Agricultural Cooperative Credit Societies at Village level, Central Cooperative Banks at Inter-mediate level and Tamil Nadu State Apex Cooperative Bank at State level.

1.1 Primary Agricultural Cooperative Credit Societies(PACCS)

Primary Agricultural Cooperative Credit Societies play a vital role in fulfilling the credit needs of the rural population at grass root level. There are 4,451 Primary Agricultural Cooperative Credit Societies functioning in the State. The main objective is to provide agricultural and non-agricultural credit in rural areas. Agricultural credit includes KCC loans and loans for allied agricultural purposes like purchase of farm machineries, micro irrigation, purchase of milch animals etc. Non Agricultural credit includes loans for housing, income generating activities of Self Help Groups and other Non-Farm Sectors. These societies undertake distribution and sale of agricultural inputs like fertilizers, seeds and other agricultural inputs. In addition, Fair Price shops are being run by Primary Agricultural Cooperative Credit Societies. The District wise details of number of PACCS in the State is given below.

1.2 Central Cooperative Banks(CCBs)

There are 23 Central Cooperative Banks functioning in the State. They extend credit and banking support to all affiliate cooperatives such as Primary Agricultural Cooperative Credit Societies (PACCS), Consumer Cooperative Societies, Agricultural Producers Cooperative Marketing Societies, Cooperative Sugar Mills, Weavers Cooperative Societies, Employees Cooperative Thrift and Credit Societies, Cooperative Spinning Mills etc.These banks raise resources through public deposits, borrowings and refinance from Tamil Nadu State Apex Cooperative Bank and NABARD. These banks have 908 branches which are located mostly at Taluk / Block level and extend banking services directly to the public through these branches.The details of number of branches of CCBs is given below.

1.3 Tamil Nadu State Apex Cooperative Bank (TNSACB)

The Tamil Nadu State Apex Cooperative Bank is the federation of all the Central Cooperative Banks functioning in the State and it was established in the year 1905. It raises resources through public deposits, refinance from National Bank for Agriculture and Rural Development (NABARD). The Tamil Nadu State Apex Cooperative Bank is the pivot of Short Term Cooperative Credit Structure in the State. It provides finance to the needy Central Cooperative Banks for lending purposes. It also manages the surplus funds of the affiliated Cooperative Societies and provides expertise in funds management. The Agricultural Cooperative Staff Training Institute (ACSTI) run by the Tamil Nadu State Apex Cooperative Bank conducts training programmes for capacity building of the staff of Central Cooperative Banks and Primary Agricultural Cooperative Credit Societies.

The Tamil Nadu State Apex Cooperative Bank continues to remain as a financially viable institution. The Tamil Nadu State Apex Cooperative Bank has been maintaining the Primary Cooperative Development Fund (PCDF) and Deposit Guarantee Fund (DGF).

e) Development Initiative::

  • Guarantee deed executed on 24.03.2021 and agreement with NABARD entered on 05.03.2021.
  • Due to the enforcement of Election code of conduct the loans could not be issued
  • This year request for 4 years block Govt guarantee commencing from 2022-23 for Rs.400 cr proposal was sent to Government on 19.12.2022.

3. Urban Cooperative Credit Structure

Urban Cooperative Credit Structure comprises the Tamil Nadu Cooperative Urban Bank Federation at State level and  Urban Cooperative Banks and Urban Cooperative Credit Societies in the Urban and semi urban areas.

3.1 Tamil Nadu Cooperative Urban Banks Federation

The Tamil Nadu Cooperative Urban Banks Federation has been functioning with the main objective of promoting the development of urban Cooperative credit movement in the State. The Federation also assists the Urban Cooperative Banks in matters relating to training to the staff members and adoption of modern banking technologies by the banks.

  • Reviewing the Financial Parameters of all member banks, specifically SAF covered banks and issue suitable instructions to them for their business development, compliance activities, recovery mechanism etc.
  • To improve performance in CBS operations.
  • Concentrating in bringing digital environments in member banks such as SMS Alert Service, ATM installation and RTGS/NEFT Transfer Facilities
  • Assisting all member banks for their compliance activities like CICs Registration & Uploading, CKYC & CERSAI Registration, Migration Audit, Data Backup, IT Audit & VAPT,
