Godowns in Rural Areas

Introduction
  • Government had taken the initiative to improve storage facility in rural areas in order to avoid distress sale and storage loss of farm produce by the farmers during peak harvest season. 4,044 godowns with a capacity of 5,47,100 MT in PACCS and APCMS were constructed at a cost of Rs.533.79 crore under the NABARD’s Rural Infrastructure Development Fund(RIDF) and Warehouse Infrastructure Fund(WIF) during the years 2011-2019.
Funding

Under Rural Infrastructure Development Fund (RIDF) and Warehouse Infrastructure Fund (WIF) schemes, funds are provided for construction of godowns with funding pattern as follows:

1.

Fund given by NABARD under this scheme to the Government

Out of total estimated cost, 95% is given as loan by NABARD to the Government, balance 5% being given by the Government to the societies.

2.

Fund for construction of godowns by PACCS

100% of the estimated cost is given as subsidy by Government

3.

Fund for construction of godowns by APCMS

90% of the estimated cost is given as subsidy by Government and 10% borne by the societies from their own funds.

Produce Pledge Loan

Produce Pledge loan is extended to the farmers on pledging their produce kept in godowns which enable them to  store their  produce during  peak harvest season when the price is not remunerative and selling their produce profitably at a more opportune time.

Utilisation status of godowns
  • 90,486 farmer members benefited by availing produce pledge loan of Rs.1896.50 crore until March 2023. Societies have earned income of Rs. 67.31 crore.
  • • 26318 farmer members have utilised godowns on rent for storage of their agricultural produce worth Rs.1107.63 crore.
Warehouse Development Regulatory Authority (Revised rules and guidelines):
  • Godowns of societies which are having positive networth are registered with the Warehouse Development Regulatory Authority (WDRA).
  • As on March'2021, 943 of this have already been registered.
  • The godowns registered with WDRA can avail Produce Pledge Loan at lesser rate of interest i.e., 7% for small and marginal farmers
